Prohibits inmates convicted of a violent felony after a previous violent felony conviction from earning time allowances under Section 47-5-139.

Defines "violent felony" to include homicide, robbery, manslaughter, arson, burglary of occupied dwellings, aggravated assault, kidnapping, felonious abuse of vulnerable adults, felony child abuse, exploitation, felonies with enhanced penalties, and specific crimes under Sections 97-5-33, 97-5-39, and 63-11-30(5).

Applies the same violent felony repeat offense restriction to inmates in trusty status seeking trusty time allowance reductions under Section 47-5-138.1.

Takes effect July 1, 2013.
