Extends the repeal date for minimum standards of training for emergency telecommunicators from July 1, 2013, to July 1, 2016, under Section 19-5-353.

Extends the repeal date for funding of emergency telecommunicator training from July 1, 2013, to July 1, 2016, under Section 19-5-357.

Maintains the 5-cent service charge per subscriber service line to fund the minimum standards training program for public safety telecommunicators.

Updates references from State Tax Commission to Department of Revenue for administration of the service charge collection and remittance process.

Takes effect July 1, 2013.
