Home schooled students in legitimate home instruction programs may participate in extracurricular activities available to their grade level in their local school district upon parental request.

Local school boards must register home schooled students for extracurricular participation and cannot impose requirements on home schooled students that are not imposed on full-time public school students.

Home schooled students must reside within the school's attendance boundaries, submit registration requests before district deadlines, and comply with all rules and regulations governing the activity.

State Board of Education may promulgate rules and regulations to promote consistency of local school board policies regarding home schooled student participation in extracurricular activities.

Participation is optional; the bill does not require any home schooled student to register with a school district for extracurricular purposes.
