Creates new Section 77-3-18 of Mississippi Code to allow "vehicle-charge providers" to supply electricity to vehicles within certificated electric utility service areas for a fee on a metered or consumption basis.

Restricts vehicle-charge providers to supplying electricity solely for charging vehicles and prohibits them from providing electricity to persons or entities for any other purpose.

Requires vehicle-charge providers to maintain safe conditions in accordance with applicable safety codes, rules, and regulations, and be exclusively responsible for safe operation of their charging equipment.

Preserves the certificated electric public utility's exclusive role as the provider of electricity to the public and all other electrical loads within the certificated service area, including the vehicle-charge provider's own electrical load.

Effective date: July 1, 2013.
