Enacts "Caylee's Law" creating a new offense for parents or guardians who fail to report the death or disappearance of a child under 14 years of age to law enforcement.

Requires notification to law enforcement within 24 hours of a child's death if circumstances would lead a reasonable person to believe the death resulted from a crime, with violations punishable by 1-5 years imprisonment and a fine of at least $5,000.

Requires notification to law enforcement within 24 hours of a child's disappearance if circumstances would lead a reasonable person to believe the child was in danger of physical harm, with violations punishable by 1-5 years imprisonment and a fine of at least $5,000.

Requires notification to law enforcement within 24 hours of a child's disappearance under other circumstances, with violations punishable as a misdemeanor by 30 days to 1 year in county jail and a fine of $1,000.

Becomes effective upon passage.
