Amends Mississippi Code Section 45-9-53 to regulate county and municipal participation in gun buy-back or gun surrender programs.

Prohibits counties, municipalities, and governmental bodies from participating in programs where individuals receive compensation for surrendering firearms unless authorized by local resolution, ordinance, or rule.

Requires that any firearms received through such programs must be offered for sale at auction to federally-licensed firearms dealers, with auction proceeds going to the general operating fund of the governmental body.

Allows any firearms remaining unsold after auction attempts to be disposed of as the governmental body deems appropriate.

Takes effect July 1, 2013.
