Raises second-offense penalties within 2 years to $500 fine and 5 days to 6 months in jail (up from 60 days maximum), plus mandatory drug education

Increases third or subsequent offense fines within 2 years to $500-$1,000 (previously capped at $500) with 5 days to 6 months jail time

Reduces penalties for possessing 1-30 grams of marijuana in a motor vehicle from $1,000 fine and 90 days jail to $500 fine or 6 months jail, or both

Prohibits charging someone with paraphernalia possession when they are also charged with possession of 1 ounce or less of marijuana
