Authorizes the Commission on Marine Resources to exempt itself from preparing economic impact statements when adopting, amending, or repealing rules and regulations

The exemption applies unless the commission determines a rule change is "significant" with total aggregate compliance costs exceeding $100,000 to all affected persons

Amends Section 49-15-303 (commission powers) and Section 25-43-3.105 (economic impact statement requirements) of the Mississippi Code of 1972

Creates a two-phase implementation: one set of provisions applies through June 30, 2016, with modified provisions taking effect July 1, 2016

Effective date: July 1, 2013
