Creates the "Mississippi Youthbuild Act" administered by the Division of Family and Children's Services to provide disadvantaged youth ages 16-24 with education, job training, and construction experience in building affordable housing.

Requires Youthbuild programs to provide a minimum of 50% classroom instruction (math, language arts, vocational education, leadership development) and 50% hands-on construction training with stipends at minimum wage or higher.

Establishes participant eligibility for economically disadvantaged youth without high school diplomas, students at risk of dropping out, or very low-income individuals (up to 25% may have other educational needs).

Authorizes implementation grants to not-for-profit and public agencies with Youthbuild experience, with administrative costs not exceeding 15% of grant amounts and up to 5% reserved for Youthbuild USA technical assistance.

Requires grant applications to include detailed descriptions of educational activities, construction sites, recruitment efforts targeting young women, budget plans, labor union relationships, and compliance with fair housing and civil rights laws.
