Establishes a Local Governments MSWIN Infrastructure and Equipment Revolving Loan Program administered by the Mississippi Development Authority to help counties and municipalities fund equipment and infrastructure needed to participate in the Mississippi Wireless Information Network (MSWIN).

Creates a special "Local Governments MSWIN Infrastructure and Equipment Revolving Loan Fund" in the State Treasury that will remain in perpetuity; unexpended amounts do not lapse and interest earned is retained in the fund.

Authorizes loans at the lesser of 2% annual interest or the true interest cost of the most recent state general obligation bonds, with repayment terms based on the equipment's useful life (5-7 years for subscriber equipment, 15-20 years for network infrastructure).

Requires counties to pledge homestead exemption tax loss reimbursements and municipalities to pledge sales tax revenue distributions as loan repayment security; allows the State Fiscal Officer to withhold payments if borrowers fall into arrears.

Authorizes issuance of up to $20,000,000 in state general obligation bonds to fund the revolving loan program, with proceeds deposited into the special fund for disbursement by the Mississippi Development Authority.
