Defines "Governor's authorized representative" as the person empowered by the Governor to execute documents for disaster assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

Defines "advertising" to include print, broadcast, and multimedia advertising for advancing public awareness of disaster preparedness and mitigation throughout the state.

Authorizes the Mississippi Emergency Management Agency to expend federal public education and outreach funds and state disaster funding for comprehensive preparedness and mitigation public awareness campaigns using multimedia approaches developed from the local level upward.

Designates the Mississippi Emergency Management Agency as the coordinating agency for all 911, E-911, and NG911 capabilities statewide in conjunction with applicable state, county, and municipal entities.

Requires the Mississippi Emergency Management Agency to prepare a plan with proposed state funding priorities for Mississippi's remote sensing and geographic information system activities, including the Mississippi Spatial Data Infrastructure.
