Amends Mississippi Code Section 41-29-139 to make it a felony to carry or possess any controlled substance in state, county, or municipally owned buildings or facilities.

Penalties for violation include imprisonment of not less than 1 year nor more than 5 years and a fine of not less than $1,000 nor more than $10,000.

Applies to all controlled substances regardless of schedule or quantity, with no exceptions noted for authorized personnel or medical use.

Effective date: July 1, 2013.
