Authorizes municipalities and counties to require new subdivision filings to be submitted in digital media format effective January 1, 2014.

Requires the Mississippi Coordinating Council for Remote Sensing and Geographic Information Systems to create and design the standard format for digital plat submissions, including file format, media format, data standards, layer names, and feature types.

Mandates the council provide municipalities and counties with the approved digital plat submission standards.

Amends the council's composition to include the State Auditor, Department of Marine Resources Executive Director, Department of Revenue Executive Director, three at-large GIS community members, and the State E-911 coordinator.

Takes effect July 1, 2013.
