Amends Section 41-61-55 of Mississippi Code to require the State Medical Examiner to be a resident of Mississippi.

State Medical Examiner applicants must be a physician eligible for a Mississippi medical license and certified in forensic pathology by the American Board of Pathology.

State Medical Examiner is appointed by the Commissioner of Public Safety subject to approval by a panel of three: the Dean of University of Mississippi Medical Center School of Medicine, Dean of University of Mississippi School of Law, and the State Health Officer.

Creates a State Medical Examiner Advisory Council composed of representatives from the State Health Officer, University of Mississippi Medical Center, Department of Public Safety, Attorney General's office, and leadership from coroners, prosecutors, public defenders, police chiefs, and sheriffs associations.

Effective date is July 1, 2013.
