Authorizes Mississippi motor vehicle owners to purchase distinctive license tags identifying them as supporters of the Palmer Home for Children upon payment of a $30 annual fee in addition to standard registration fees.

County tax collectors retain $2 of each fee for the county general fund, with remaining fees remitted monthly to the Department of Revenue.

Distributes the $30 additional fee as follows: $24 to Palmer Home for Children, $1 to Mississippi Burn Care Fund, $2 to State Highway Fund, and $1 to special fund created in Section 27-19-44.2.

Replacement tags for lost or stolen distinctive tags cost $10, with tax collectors retaining 5% for the county general fund and remainder distributed proportionally to the original fee distribution.

Takes effect July 1, 2013.
