Extends the sunset date for the State Board of Cosmetology from July 1, 2013 to July 1, 2017.

Authorizes the board to issue temporary permits to cosmetology students who complete required hours in licensed schools and authorizes master manicurist and esthetician licenses requiring 16 hours of continuing education.

Changes school and salon license fees from annual to biennial payment and requires new applications for salon licenses expired over one year.

Removes wigology/wig specialist provisions from cosmetology law and repeals related sections (73-7-51 through 73-7-61).

Clarifies that appeals of adverse board decisions must be filed with the Chancery Court of the First Judicial District of Hinds County and establishes venue in that same court for enforcement actions.
