Extends the repeal date of Section 31-7-38, Mississippi Code of 1972 from July 1, 2013 to July 1, 2016.

Allows boards of trustees or governing boards of state-owned, county-owned, or municipally-owned hospitals and regional mental health centers to authorize participation in group purchasing programs with other hospitals and mental health centers.

Group purchasing programs may be established to purchase supplies, commodities, and equipment when such programs would improve economy or efficiency in operations.

Purchases made through group purchasing programs are exempt from competitive bidding requirements under Sections 31-7-9 through 31-7-13 of the Mississippi Code.

Takes effect July 1, 2013.
