Creates the Mississippi Development Authority Job Training Grant Fund to provide training grants to community colleges, public universities, and workforce investment areas for employee training at businesses eligible for the jobs tax credit

Grants cover 75% of training costs up to $1,000 per job in Tier One counties, $1,500 in Tier Two counties, and $2,000 in Tier Three counties, payable over five years (years 2-6 after job creation)

Businesses must choose between receiving job training grants or the existing jobs tax credit under Section 57-73-21—they cannot receive both

Transfers $2,000,000 from the MMEIA Tax Incentive Fund to the new Job Training Grant Fund and redirects $150,000 monthly in sales tax revenue (previously going to MMEIA) to the new fund starting July 1, 2013

Requires businesses to maintain minimum job numbers matching jobs tax credit eligibility thresholds, with repayment obligations if jobs are not maintained; repeals the MMEIA Tax Incentive Fund statutes
