Authorizes the Mississippi Transportation Commission, county boards of supervisors, and municipal governing authorities to establish Interstate 20, Interstate 55, and United States Highway 49 as toll roads.

Allows governmental entities to contract with private companies to design, finance, construct, operate, and maintain toll roads or toll bridges, with contract terms not to exceed 50 years.

Requires competitive procurement processes for contracts and prohibits contracts with foreign terrorist organizations or entities that would violate foreign investment security laws.

Mandates that toll revenues from I-20, I-55, and U.S. Highway 49 be divided proportionately among each county along the route of the toll roads.

Suspends toll collection on designated evacuation routes when a state of emergency is declared by the President or Governor.
