Amends Section 73-7-11 of the Mississippi Code to require each cosmetology license issued by the state board contain a head photograph of the license holder, the person's name, and the type of license held.

Requires licensees to display the license in a conspicuous place in their principal office, place of business, or employment at all times.

Photo identification requirements apply at the time of issuance of new licenses or renewal of existing licenses.

Takes effect July 1, 2013.
