Requires each municipality to establish a law enforcement review board by December 31, 2013, composed of no more than seven citizen members appointed by municipal governing authorities and qualified to vote in the municipality.

Prohibits appointment of police officers, relatives of law enforcement officers, or municipal employees to the board.

Authorizes the board to investigate and review law enforcement shootings resulting in death and officer misconduct including sexual assault, drug possession, drug use, and aggravated assault.

Grants the board subpoena power, authority to request police documents, interview witnesses, and impose disciplinary action against employees who refuse cooperation; requires findings be provided to municipal authorities and the chief law enforcement officer.

Permits municipalities to compensate board members up to $40 per day for attending meetings, with the board required to meet at least monthly and hold its organizational meeting by January 13, 2014; act takes effect July 1, 2013.
