Requires that all road repair work performed by municipalities be performed by employees of the governmental entity, amending Section 21-37-4.

Mandates that road construction, reconstruction, and maintenance work on state highways by county boards of supervisors must be performed by employees of the governmental entity performing such work, amending Section 65-7-81.

Requires road work performed under concurrent jurisdiction agreements between counties and municipalities to be performed by governmental entity employees, amending Section 65-7-83.

Specifies that all maintenance work on public roads and bridges must be performed by employees of the governmental entity where such work is performed, amending Section 65-7-95.

Takes effect July 1, 2013.
