Authorizes the Executive Director of the Department of Environmental Quality to establish voluntary expedited permitting fees for permits, certifications, and authorizations under specified environmental programs (solid waste, air quality, water quality, underground storage tanks, and water use).

Applicants may voluntarily pay the established fee to expedite their permit application process, with the fee amount covering all costs associated with the permitting, certification, or authorization review and compliance activities.

Expedited permitting fees collected are deposited into the special fund of the relevant environmental program, or into the State General Fund if no special program fund exists.

Amends Mississippi Code sections 17-17-27, 17-17-405, 49-17-29, 49-17-429, 51-3-5, and 51-3-39 to authorize the Permit Board, Commission on Environmental Quality, and relevant boards to charge these expedited fees across solid waste management, air and water pollution control, waste tire disposal, underground storage tank certification, water use permits, and dam construction authorization.

Effective July 1, 2013.
