Amends Section 21-15-25 to clarify that municipalities may employ full-time or part-time attorneys at law, with duties and compensation set by governing authorities.

Allows municipalities to employ additional counsel beyond the regular municipal attorney for specific matters not covered by regular compensation.

Permits municipalities to pay reasonable compensation up to 1% of bond value to attorneys handling bond issuance or refunding, unless regular municipal attorney compensation already covers these services.

Amends Section 21-23-5 to require municipal judges in municipalities with populations under 20,000 to be licensed attorneys of Mississippi or justice court judges, and prohibits the mayor or mayor pro tempore from serving as municipal judge.

Takes effect upon passage.
