Increases the maximum prison sentence for manslaughter from 20 years to 30 years in the state penitentiary

Establishes a mandatory minimum fine of $500 and mandatory imprisonment of at least 2 years for manslaughter convictions

Eliminates the previous option of serving only up to 1 year in county jail as an alternative to penitentiary time

Removes the previous option of receiving only a fine or only jail time, now requiring both a fine and penitentiary imprisonment

Effective date of July 1, 2013
