Amends Section 99-19-83 of the Mississippi Code to expand the habitual offender statute requiring life imprisonment for three-time felons.

Clarifies that prior felony sentences count toward habitual offender designation whether they were served concurrently or consecutively.

Adds burglary of a dwelling and sex offenses (requiring registration under Section 45-33-21) as predicate felonies triggering mandatory life sentences alongside existing crimes of violence.

Eliminates eligibility for parole, probation, or any other form of early release from the Department of Corrections for offenders sentenced under this statute.

Effective date is July 1, 2013.
