Requires major facility projects to meet or exceed ASHRAE 90.1-2010 energy standards or any more stringent code adopted by the Department of Finance and Administration's Bureau of Building, Grounds and Real Property Management.

Defines major facility projects as state-funded new construction buildings larger than 5,000 gross square feet (from January 1, 2012 onward) or state-funded renovation projects involving more than 50% replacement value where cost-effective and practical.

Requires a nationally certified commissioning authority professional to certify that heating, ventilation, air conditioning, and water conservation systems are installed and functioning properly.

Allows use of nationally recognized high-performance environmental building rating systems that do not disadvantage materials or products manufactured in Mississippi.

Effective July 1, 2013.
