Creates the "Municipal Law Enforcement Employment Procedures Act" requiring municipalities to provide pre-disciplinary hearings for law enforcement officers facing suspension or termination

Officers must receive written notice explaining reasons for discipline and have 5 days to request a hearing; failure to request a hearing waives the right

Officers have the right to legal counsel (at their own expense), to speak or have a representative speak on their behalf, present evidence, and question witnesses

Officers placed on leave without pay who are reinstated and found not to have committed violations are eligible for back pay from suspension/termination date to reinstatement

Exempts municipalities that already have a civil service commission or due process policy meeting or exceeding these requirements; effective January 1, 2014
