Amends Mississippi Code Section 29-1-75 to prohibit noncitizens of the United States who are illegally in the country from purchasing or acquiring public lands.

Voids any patent or deed issued in violation of this prohibition.

Exempts banking corporations that owned tax-forfeited lands or held mortgages at the time of state sale, allowing them to purchase such lands regardless of acreage and hold them for the mortgagor's benefit.

Removes previous allowances that permitted nonresident aliens to acquire up to 320 acres for industrial development or 5 acres for residential purposes.

Takes effect July 1, 2013.
