Extends the repeal date of Mississippi Department of Transportation authority to issue harvest permits from July 1, 2013 to July 1, 2016.

Extends the repeal date of provisions allowing vehicles with harvest permits to operate at a gross vehicle weight not exceeding 84,000 pounds from July 1, 2013 to July 1, 2016.

Maintains harvest permit fees at $25.00 per permit, with fees distributed quarterly to counties for road and bridge funds.

Continues to allow harvest permits for vehicles transporting sand, gravel, wood chips, wood shavings, sawdust, fill dirt, agricultural products, and unprocessed forestry products on designated state highways.

Effective date is July 1, 2013.
