Amends Mississippi Code Section 57-39-21 to replace outdated federal energy standards with American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE) Standard 90.1-2010 for commercial building energy codes.

Removes enforcement authority from the Mississippi Development Authority and designates local governing authorities as the primary enforcers, with the state building commission handling compliance for state-owned buildings.

Increases the maximum inspection fee for thermal and lighting standards from $50.00 to $150.00.

Repeals the entire energy efficiency standards section effective July 1, 2016.

Takes effect July 1, 2013.
