Amends Mississippi Code Section 31-7-13 to limit the exemption from bidding requirements for purchases of prison industry products to only the Mississippi Department of Corrections, regional correctional facilities, and privately owned prisons.

Removes the previous exemption that allowed all state agencies and governing authorities to purchase items from prison industries without competitive bidding.

Prison industry product purchases by entities other than the Department of Corrections, regional facilities, or private prisons must now comply with standard competitive bidding procedures based on purchase amount thresholds.

Takes effect July 1, 2013.
