Creates the "Mississippi Energy Sustainability and Development Act" transferring energy planning powers from the Board of Energy and Transportation to the Mississippi Development Authority Energy and Natural Resources Division

Expands the division's duties to include promoting Mississippi as an energy development leader, serving as the State Energy Office, collecting energy data, promoting renewable technologies, and contributing to economic development in energy sectors

Requires the division to develop a State Energy Management Plan for state-owned facilities in coordination with the Department of Finance and Administration, with mandatory energy consumption reporting by state agencies, universities, and community colleges

Mandates covered entities submit detailed five-year energy management plans by November 1, 2014, with non-compliant entities becoming ineligible for energy conservation funds and certain state/federal funding

Repeals 18 outdated code sections related to petroleum allocation, the former Board of Energy and Transportation, and school energy conservation loan programs, effective July 1, 2013
