Exempts test questions and answers used in future academic examinations at public bodies from the Mississippi Public Records Act of 1983.

Exempts letters of recommendation regarding admission to educational agencies or institutions from public records disclosure requirements.

Exempts documents, records, and materials created during academic research at community colleges and state institutions of higher learning from public records disclosure, with exceptions for published, copyrighted, or patented research and research involving human embryos.

Exempts unpublished manuscripts, preliminary analysis, drafts of scientific or academic papers, research plans or proposals, and prepublication peer reviews at community colleges and state institutions of higher learning from public records disclosure.

Takes effect July 1, 2013.
