Amends Mississippi Code Section 21-19-11 governing municipal authority to clean private property deemed a menace to public health, safety, and welfare

Changes the cap on cleaning expenses from "whichever is less" to "whichever is greater" when comparing the $20,000 annual limit versus the fair market value of the property after cleaning

Allows municipalities to reenter and clean adjudicated properties up to 6 times per year for removing dilapidated buildings, fences, and toilets, and up to 12 times in 24 months for cutting grass/weeds and removing debris

Permits municipalities to impose penalties up to $1,500 or 50% of actual cleaning cost, whichever is greater, which may become a civil debt or property assessment
