Ratifies and validates the May 3, 2011 special warranty deed conveying approximately 370 acres in Marion County from the Department of Human Services to the Marion County Economic Development District under Executive Order No. 2011-001.

Amends Chapter 553, Laws of 2012 to authorize the Department of Finance and Administration to convey approximately 160 acres at Columbia Training School in Marion County to the Marion County Board of Supervisors, with the State retaining all mineral rights to the property.

Authorizes the Marion County Board of Supervisors to harvest and sell timber on the transferred properties and use revenue to pay costs for removal and containment of environmental defects, with any remaining revenue deposited into Marion County's general fund.

Authorizes the Town of Oakland to donate a tax-forfeited parcel in Yalobusha County to an individual who paid off the property's indebtedness and made improvements to the dwelling on the property.

Stipulates that properties conveyed under this act transfer without assumption of liability by the State of Mississippi for any environmental defects, and recipients must indemnify the State upon receipt.
