Creates an 8-member Commercial Mobile Radio Service (CMRS) Board appointed by the Governor to oversee wireless E911 funding and implementation in Mississippi.

Establishes a $1.00 per month per CMRS connection charge on wireless customers, with 30% deposited into the CMRS Fund for administrative costs and provider compliance expenses, and at least 70% distributed to emergency communications districts.

Requires CMRS providers to collect and remit E911 charges monthly, with providers retaining 1% of collected amounts for handling costs and the board retaining up to 2% for administrative expenses.

Sets $1.00 per transaction E911 charge on prepaid wireless service, collected by sellers at point of sale and remitted to the Department of Revenue, which distributes funds to the CMRS Board after retaining up to 2% for administration.

Establishes criminal penalties of up to $500 fine or 30 days jail for misuse of E911 service, or up to $5,000 fine and 3 years imprisonment if the service value exceeds $100.
