Amends Mississippi Code sections 17-25-1 and 27-104-33 to allow counties, municipalities, and state agencies to bear the full cost of processing electronic payments for retail merchandise sales.

Maintains existing requirement that electronic payment processing fees be passed to users for taxes, fees, and accounts receivable payments.

Permits counties and municipalities to voluntarily absorb processing costs specifically for retail merchandise transactions without state approval.

Allows state agencies to bear full processing costs for retail merchandise sales without requiring cost-effectiveness demonstration to the Department of Finance and Administration.

Takes effect upon passage.
