Requires used motor vehicle parts dealers and scrap metal processors to report vehicles purchased for scrap or parts within two business days using department-approved electronic system (or within 48 hours via National Motor Vehicle Title Information System data consolidators until electronic system is developed).

Makes it a misdemeanor (fine up to $1,000 or imprisonment up to 6 months) for first offense of knowingly falsifying information on scrap vehicle affidavits, and a felony (fine $1,000-$5,000 or imprisonment 1-5 years) for second or subsequent offenses.

Authorizes Department of Public Safety to charge $25 fee for vehicle identification number verification when persons apply for clear or branded titles on vehicles with salvage certificates.

Allows law enforcement to seize and forfeit motor vehicles, trailers, or similar conveyances used to transport vehicles sold in violation of scrap vehicle laws, with forfeiture proceeds split between participating law enforcement agencies.

Requires dealers and processors purchasing crushed or flattened vehicles to verify that sellers properly reported those vehicles, maintaining records for two years including copies of seller identification.
