Requires Harrison County Motor Vehicle for Hire Commission to obtain approval from the Harrison County Board of Supervisors before imposing any rules, regulations, or fees.

Expands the definition of "motor vehicle for hire" to include animal-drawn vehicles and pedicabs, while establishing specific exclusions for funeral home limousines (unless used for other hire purposes), emergency ambulances, employer-provided employee transport, carpools/vanpools, government vehicles, and nonprofit organization vehicles.

Requires the commission's budget to be voted on and approved by the Harrison County Board of Supervisors before adoption.

Authorizes the Harrison County Board of Supervisors to abolish the commission with 60 days' notice to all cities, allowing individual cities to adopt their own motor vehicle for hire regulations if abolished.

Extends the commission's repeal date from January 31, 2013, to July 1, 2014.
