Amends Section 17-25-11 to authorize certified law enforcement officers employed by municipalities or counties to wear official uniforms, utilize official firearms, equipment, and motor vehicles while performing private security services during off-duty hours.

Requires governing authorities of municipalities and sheriffs to approve such off-duty use on an employee-by-employee basis or by general order, ensuring the employment does not bring disrepute to the jurisdiction or law enforcement agency.

Establishes that private employers hiring officers for security services must indemnify and hold harmless the employing jurisdiction for any expenses, losses, or attorney's fees resulting from officer actions during off-duty private security work.

Amends Section 21-19-49 to authorize municipalities and counties to allow off-duty law enforcement officers hired individually by school districts to wear uniforms and utilize official equipment and motor vehicles during such employment, following the approval procedures in Section 17-25-11.

Takes effect July 1, 2013.
