Renames the "Southern Arts and Entertainment Center" to the "Mississippi Arts and Entertainment Center" located in Meridian, Mississippi.

Expands the center's purpose to "capture the essence of Mississippi's legacy in the arts and celebrate the richness and depth of that legacy and the Mississippians who created it with the world."

Authorizes the center to operate as a state-of-the-art facility that may include exhibits, a Mississippi Arts and Entertainment Hall of Fame, Walk of Fame, auditorium, outdoor performance plaza, and broadcast/recording facility.

Permits the center to conduct educational seminars, workshops, and demonstrations by guest professionals and amateur artists as an educational resource.

Takes effect July 1, 2013.
