Repeals Section 63-11-21 and 63-11-25, which authorized law enforcement actions and appeals related to driver refusal to submit to chemical breath tests.

Adds language to Section 63-11-5(2) stating that a driver's refusal to submit to a chemical test shall not be introduced as evidence in any court proceedings.

Removes provisions from Section 63-11-7 that allowed license suspension for refusal to release evidence obtained from blood tests of unconscious or incapacitated persons.

Eliminates the Commissioner of Public Safety's administrative review process for breath test refusals in Section 63-11-23, replacing it with procedures for chemical test results showing blood alcohol concentration at or above legal limits.

Takes effect July 1, 2013.
