Amends Mississippi Code sections 93-5-23, 93-11-65, and 93-11-71 to clarify that overdue child support remains the property of the custodial parent and cannot be waived upon the child's emancipation.

Specifies that emancipation occurs when a child reaches age 21, marries, joins the military full-time, or is incarcerated for a felony of two or more years, or in other circumstances determined by the court.

Establishes that the emancipated child cannot waive the noncustodial parent's obligation to pay accumulated child support arrears.

Applies the non-waiver provision to all overdue child support payments that accrued before emancipation, allowing continued enforcement and collection against the obligor.

Takes effect July 1, 2013.
