Increases excise tax on distilled spirits from $2.50 to $3.75 per gallon, on sparkling wine and champagne from $1.00 to $1.50 per gallon, and on other wines from $0.35 to $0.525 per gallon.

Increases markup on all alcoholic beverages sold by the Alcoholic Beverage Control Division from 3% to 4.5%.

Increases total markup on alcoholic beverages (inclusive of the new 4.5% markup) from 27.5% to 41.25%.

Increases excise tax on light wine and beer wholesalers and distributors from $0.4268 to $0.6402 per gallon.
