Amends Section 27-104-13, Mississippi Code of 1972, to prohibit the State Fiscal Officer from reducing allocations of general funds and state-source special funds to the State Department of Education when state revenues fall below the revenue estimate.

Allows the State Fiscal Officer to reduce allocations to other general fund and special fund agencies by up to 5% when revenues fall below 98% of the Legislative Budget Office revenue estimate, with additional reductions applied uniformly across exempt agencies.

Exempts the State Department of Education from all revenue shortfall reduction requirements, ensuring its funding remains protected regardless of state fiscal conditions.

Maintains existing authority for the State Fiscal Officer to transfer funds from the Working Cash-Stabilization Reserve Fund to the General Fund to supplement revenue during shortfalls.

Takes effect upon passage.
