Prohibits elected officials in Mississippi from changing their political party affiliation during their term of office.

Defines a change in party affiliation as publicly declaring they are leaving their original party or joining a different party than the one they held at election.

Treats any change in party affiliation as an automatic resignation, creating a vacancy in the office that must be filled according to state law for that position.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for review under the Voting Rights Act of 1965.

Becomes effective upon approval under Section 5 of the Voting Rights Act of 1965.
