Prohibits false or fraudulent claims against state health plans, including the State and School Employees Life and Health Insurance Plan and medical assistance plans, with civil penalties of $5,000-$10,000 per violation plus up to three times actual damages.

Allows private citizens to file qui tam civil actions on behalf of the state against false claimants, with complaints filed under seal for at least 60 days while the state decides whether to intervene.

Provides qui tam relators (whistleblowers) with 15-25% of proceeds if the state intervenes, or 25-30% if the relator proceeds alone, plus reasonable attorney's fees and expenses.

Prohibits retaliatory actions against employees, contractors, or grantees who report violations or participate in investigations, with remedies including reinstatement, double lost wages, and civil penalties up to $5,000.

Requires the Attorney General to report annually to the Legislature on false claims actions filed, judgments entered, and settlements reached under the act, beginning July 1, 2013.
