Amends Mississippi Code Section 43-11-1 to define "personal care home" as any place providing individual or group living arrangements for one or more unrelated persons with food, shelter, and personal care, whether for-profit or non-profit and whether for assisted or residential living.

Requires personal care homes to register with the state health department and report the number and names of each resident.

Requires personal care homes to be subject to routine inspections by the state health department to protect resident health and safety.

Adds "personal care homes" to the definition of "institutions for the aged or infirm" subject to state licensing and regulation.

Takes effect July 1, 2013.
