Creates the Uniform Adult Guardianship and Protective Proceedings Jurisdiction Act to establish uniform jurisdictional standards for guardianship and protective proceedings across states.

Establishes jurisdiction based on respondent's home state (six consecutive months physical presence), significant-connection states, and emergency circumstances, with special jurisdiction for temporary guardianships not exceeding 90 days.

Allows courts to communicate and cooperate with other state courts, including taking testimony from witnesses in other states by deposition, telephone, or electronic means.

Permits transfer of guardianships and conservatorships between states through provisional and final orders, with the receiving state court recognizing the appointment and determining if modifications are needed to conform to state law.

Allows registration of guardianship and protective orders from other states as foreign judgments, enabling guardians and conservators to exercise powers in Mississippi except where prohibited by state law; effective July 1, 2013.
